He was chased and tracked down like a pirate. Now he has no other option than to relocate. His only business in the region has been to mine, kill pirates and yes... he helped defending the region from pirates too. I see no wrong in the creation of an Alliance to claim a region, but be honest about your intentions. Do not state that you intend to keep the region "free" when you in fact intend to kick everyone out who is not part of the alliance.
